The Lugansk Art Museum is located on one of the oldest streets in the city of Lugansk - on Pochtovaya Street, in a two-story house built in the second half of the 19th century. The house, which housed the collection, belonged to the famous industrialists Venderovich (1876).

The Luhansk Art Museum was founded in 1920. The main initiators of its creation were Ukrainian art critics Istomin and Volsky. The foundation of the art museum was laid by the museum of pictorial culture, for which a large batch of exhibits was brought from Kharkov, Odessa and Moscow (furniture, paintings, ancient Greek dishes, porcelain and bronze items).

In 1924 the art museum was reorganized, after which it became known as the Social Museum of Donbass. Later it was transformed into a local history museum. With the beginning of the Great Patriotic War, the funds of the museum did not have time to be taken out, as a result, most of the exhibits were simply lost. Of the entire pre-war collection, only 20 paintings have survived to this day.

In the middle of 1944, the local administration adopted a resolution on the creation of a museum of fine arts in Voroshilovgrad (now Lugansk). Initially, the museum had no permanent premises, so its exhibits were exhibited in city clubs and at various traveling exhibitions. The museum received its own premises only in 1951, after which it immediately became necessary to replenish the museum collection. After a while, the collection of the art museum increased significantly thanks to the works of art that came from Kiev.

Today in the fund of the art museum there are more than 8 thousand exhibits of domestic and foreign works of art of the XVI-XX centuries, including over a thousand exhibits of modern applied and fine arts of the Luhansk region. Works of French, Italian, Dutch and Flemish painting of the 16th-18th centuries are especially valuable.
