The town hall building was built in 1854. The author of the project was the architect M. P. Corinthian. It was a two-story building with a mezzanine.
The building was intended for the Kazan Assembly of the Nobility. The assembly of the nobility was located in the building of the town hall until the 1917 revolution. The elite of urban society gathered in it. The building hosted receptions in honor of distinguished guests, as well as concerts where Shalyapin and Rachmaninov performed, Mayakovsky recited poetry.
After the revolution, the building was visited by the Peasants' Assembly, the Palace of the Red Army and the home of the Red Army. For a long time during the Soviet period of history, the building was the House of Officers.
The last restoration of the town hall building was carried out for the millennium anniversary of Kazan. The modern town hall is a four-storey mansion house. During the restoration, luxurious stucco moldings were re-made that adorn the ceilings and walls of the building. Patterned parquet flooring and marble details of the building's interior decoration were made and laid anew.
On the first floor of the town hall there is a large hall for various official events and a hall in which gifts made to the city are exhibited. The Column Hall is located on the second floor. During the restoration work, it was possible to completely restore its unique acoustics. On the third floor of the building there are two meeting rooms and offices. In the superstructure of the domed floor there is a hall where official events take place. The domed superstructure was crowned with a spire.
In the building of the town hall there is a branch of the museum of the 1000th anniversary of Kazan.
